Cold Bore Shot

    I am a bit disappointed in the performance of my rifle, the specs:
    Savage Model 12
    Lothar-Walther 1-10" twist .308
    Bell and Carlson Varmint/tactical
    EGW 0MOA base
    IOR 3-18 FFP
    IOR Steel rings
    Harris bipod

    My cold bore shot seems to be 1" low, 1" left, it comes back up to point of aim nicely and will group VERY well after the cod bore.
    This is the first rifle I have had that has a cold bore with this much difference from the follow on shots.
    I used to have a 20MOA base, it seemd to be contributing to randomness of the cold bore, I ended up destroying it when removing it (another story). Rings are tight to the base, base is tight to the action rings are tight on the scope. It shoots groups, I just am not happy with the cold bore shot. Is there any way to tighten it up a bit?
    I installed the barrel myself, minimum headspace, snugged done on the barrel nut.
    This is a work rifle, I can correct for the cold bore, but then have to readjust during qualifications.

    Thanks for the suggestions.
    I dry fire several times before taking the cold bore.
    I'll try to include shots from my other rifle first (time permitting).
