I'm not quite sure that I see a problem here.

It seems this situation is about par with the justice system's intelligence and equivalent to the legal system's integrity.

Now about all I can say to the end of this is the winner will be the one with the most catnip.

That's not unlike the winner being the one with the most money for prostitutes/lawyers, correct?
