Gunsmithing Copper Fouling

Is this copper fouling? I have cleaned the bore thoroughly with copper cleaner and it wont come off. It's a valkarie and I had shot about 10 rounds of federal varmint loads and the jackets were coming apart. I noticed this afterwards.

Have you 12-18hr soaked it in Boretech Cu2+ then scrubbed with nylon brush a 100 passes? That’s what worked for my M1 Carbine with no visible rifling... after cleaning it had sharp rifling again. Might also try a lead-away patch before getting into JB. If it is pitting, you’ve got bigger problems.
 
I did try to soak with cu2 and that removed the layer that looked like carbon but the barrel still shot terrible and the pits didn't get any better with boretech or jb. I ended up calling the barrel manufacturer and they sent me a new one within a few days. The new one has shot a lot better and I have only put 40 rounds down range so far.
