Is it really a must to counterbore for the bolt nose on a chambering job for a Remington? Why not just end the tenon .010” shy of the bolt nose?

I think it would function fine. I suppose it comes down to how much belief you have that the counterbore design provides a measure of extra safety. The "3 Rings of Steel" would only be "2 Rings of Steel", but to the extent that makes the action less safe in an over-pressure condition is debatable. If you've added a Sako or M16 extractor, you've interrupted "1 Ring of Steel" anyway.

By not doing a bolt nose counterbore, you are automatically giving away 0.150" of breech threads that would normally accompany the standard tenon length. Prolly nothing to do with safety but an ass load of rigidity and thread engagement being thrown away when looked at as a percentage of the available receiver thread.

You have every reason to keep it and hardly no argument to get rid of it.
