I have a Rem 700 ADL in .30-06 and am getting a McMillian Stock for it. I am thinking of putting a DBM in it. I have heard some of the systems rock and some are spotty. Who makes the best and what should I be looking for?

badger M5 is arguably the best, I am not sure if they make a long action model, ie: 30/06.

The Badger is going to be your most common. I don't think it's the best, though. I'd look at the Surgeon bottom metal first, and HS precision next. I haven't used the HS precision DBM, but I have heard good things.
