This morning at approximately 4:30AM, Captain Otto F. "Rick" Wagenpfeil went home to his heavenly father. In the height of Hurricane Katrina, Rick and members of the Minneapolis, Ramsey Co, St. Paul and Hennepin Co. Departments drove to New Orleans to assist. The worked tirelessly under his direction to save life and restore order.
