I did my own flush cups years ago, and I chose the placement based on pictures from mcmillan and manners. When I sling either of my rifles, they want to fall muzzle down, especially if I am carrying them with a can attached. Did I place them too far aft? In other words, if I fill them in and place them another couple inches forward, will it make a noticeable difference?
