Gunsmithing Flush cups in Gen 2 700 5R HS Precision stock.

Are your cups threaded or knurled?

Every cup I’ve ever installed, I’ve drilled out to proper depth at 1/4” over diameter.

If it’s threaded and you want the ability to unscrew it, mold release it first.

Make sure to Q-Tip it clean inside before it gets tacky or it won’t function. You don’t want to try getting it out once it’s hard.
 
I’ve done it but don’t recommend it. The fill in those stocks is very light and the shell is not very thick. McMillan or a Manners type stock is a better host due to the stock construction.
