Follows and Following

What is the "Follows" and "Following" under the User ID and how is it accessed?

You can "follow" a member to get notifications when they post. "Follows:" shows how many are following you, "Following:" show how many you are following. It can be accessed from settings, bottom left.

I do not see a follow option under settings, do I have to friend a person in order for it to work?

As said above, Bottom left, called "Follow User". Last choice on the list under settings.
