not for most applications.
if you have optics with limited elevation travel or are using the rifle for EXTREME ranges.
but with the availability of mounts and rings with MOA inclines there is no practical reason to go beyond 20 MOA on the rail

Certain scopes with a lot of elevation range and single-turn or double-turn knobs can benefit from a base with additional slope. With only 20 MOA on the mounts, I'm nowhere close to maximizing the elevation travel on some of my setups.

I've yet to own a V2 Templar, but I had a rifle with one of the originals and it was really nice - easily my favorite among the custom actions I've owned to date.
