Where to start, so if I built a cutom rifle in the US e.g with BA masterpiecearms chassis, ARC Nucleus action, bartlein or proof barrel, two stage trigger with accociated gunsmith fees, who do I contact in the US to built this complete rifle and are willing to arrange the export to South Africa, plus do you know a company in South Africa that will facilitate the import of a complete rifle with extra components e.g. extra barrel or action.

You will have to contact the gunsmiths you have in mind for your build and talk to them directly in regards to their export policy/process.
In regards to your importation to ZA, I would have to recommend Frontier Guns & Ammo in Klerksdorp. They import various firearms and equipment from the USA already, so they know the complete process.
