Utilizing public resources might, supposedly, but not in the top five Google definitions I easily searched. They didn’t define What they consider a “public gathering” in the EO. Poor justification regardless, trying to negate something perfectly legal as-stated in Section 7, is not the correct order of operations of how that document is presented. Section 2 references Section 7 as exemptions to Section 2. NOT THE OTHER WAY AROUND. I saw a media clip of her talking about it, they day is came out, and she tried to justify it by saying motor boats potentially break down on the water, on the road, etc. and take away “valuable resources” during this unprecedented pandemic. May I quote the Motor City legend Drew Lane with a “Oooooooooh!” Really lady? She’s showing her femininity and true lack of understanding of the situation. 1. There is not major shortage of auto parts, auto repair, or emergency tow services currently, especially in MI. 2. So if you go to menards or Walmart the shelves with all the seeds for planting your garden are all roped off with caution tape.
Oh, your also limited to buying 2 gallons of milk at Meijer etc. Meanwhile they are having local farms dump it in ditches due to restaurants/schools etc not being open an having “to much”

Judges are letting inmates for non violent offenses out early as well.
Last week a guy I used to work with when I was a Leo, whose a state cop, hauled a guy in for DUI. The jail read him the riot act and would not accept the individual. Had a sober driver come get him and just submitted the request to PA for arrest warrant when all this blows over
