Will the Grayboe Outlander free float a factory Remington 700 SPS barreled action (sporter barrel)? I know Remington uses that stock on the AWR, which free floats, but I don't know if they do anything "special" to make that happen. I'm looking for a drop in replacement that free floats the barrel. The rifle is used for hunting in places that require a lot of walking.

Since it is advertised to support sporter or magnum barrels, I would say, yes. it will free float your sporter barrel with no sanding required.
Any place that touches can be sanded down with a socket wrapped in sand paper.
Just to be sure, you know these are long action only, right?
