If you're in the northeastern area of Indiana, and the Cleveland Ohio area isn't too far, Short Action Customs bears consideration. Excellent work.

I've shot rifles owned by Runamuk, built by AJ Brown and Mark Penrod. All shoot great.

Ray saltzman out of Tipton does excellent work at reasonable prices. He is a very nice man too, he built my rifle and I am very very pleased. I've shot a few 5 round groups at 360 and the best measured 1.49 inches. With a better shooter it should do a little better. I don't know if he is taking on anymore work right now, you will have to call him. There is a guy out of Warsaw that is supposed to be pretty good but I forget his name...
