Help with 12.5" SBR upper components

Im looking for a 12.5" 5.56mm upper. Right now im caught between these options:

3. Build a Palmetto State Armory upper w/ a Noveske Barrel - http://noveskerifleworks.com/cgi-bin/imc...tus=&title= + Samson Evolution Rail http://www.samson-mfg.com/ar-15_html/product/Evolution_15.html

i have a feeling the only really critical component is the barrel in this equation. The parts that im locked into are the 12.5" barrel, and the Samson evolution 15" rail. I would like that rail because its the slimmest one that i have found that will accommodate a 1.5" OD can.
