how determine barrel or stock issue?

Ok so i have been having major poi issues with my 22-250 project. I shoot 3 rounds and they shoot GREAT 1 ragged hole at 100, but then on shots 4 and up starts throwning them into 2+" groups. I first tryed in the factory setup -- cheap hogue stock pinched EVERYWERE so i relived stock were i could not much better. So then i put into my sps varmit stock ZERO pinch and pretty much same result.

Specs/equipment

700 22-250 sporter contour tooth pick
Sps varmit stock (xlr on the way)
Tried 4 diff flavors of ammo 45-55grn
Vortex hslr scope
NF 20moa 1 pc base
Vortex precsison match rings
Everything tq'd to specs digi snap on tq wrench

I am inclinded to think it is a issue with heat/barrel issue. Barrel gets VERY hot at about round 5 or so. But cold bore throught shot 3 is dead nuts poa/poi

Just a quick test to evaluate your theory....

Shoot the first three rounds just as you would to start your set, then wait 10 minutes or so before shots 3-6 and note the difference. If shots 3-6 still shoot wide, then it's not barrel heat. (Of course repeat the test a few times to reduce any shooter or environmental error.)

Another thought is possible copper fouling. A barrel shouldn't foul in 3 shots, but what is your practice for removing copper if at all? You can clean all the copper out, shoot a set to find an equilibrium point when the barrel is as consistent as it gets. Once accuracy declines from there, you can suspect copper fouling. Keep in mind it "should" take quite a few shots to foul. Some barrels foul fast; generally poorly rifled factory barrels from what I've read.

I would test heat, then inspect for copper. After that I would start looking hard at the stock, scope, rings, etc.
 
I have done a wait period as u said and i would say 5-7 mins (cease fire time) reshoot seems to start coming back in small bit. I bought gun from a buddy had 300 rds through when i got it. Cleaned/refouled out. Today was first time out with sps crappy stock so i fig i would wipe with dry mopp after seeing issues again.

I feel it is a combo of heat and CRAPPYYYYYYY sps stock. My next tange trip with xlr will tell alot.
