Howa 6.5 Creedmoor 26" barreled action

I currently have a Weatherby Vanguard in 30-06 that I have dropped into a Manners stock. It shoots pretty regularly just over 3/4 of an inch groups at 100, and I've used it to shoot 168 grain Bergers to 1000 yards successfully.

I want to get a second rifle that I can shoot further, with less recoil, and most importantly more accurately. I also have a lot less time it seems to reload for my 30-06, so I want to be able to buy ammo like Prime and Hornady factory loads and still have great accuracy.

I had originally planned on getting a Tikka T3 CTR in 24 inch 6.5 Creedmoor, however we are moving into our new house in a couple months and planning for a second child so a $1000 rifle all at once is really hard. I started looking at the Howa 6.5 Creedmoor in 26" barreled action that i can then buy a stock for later and build up as I can.

My question is will i be happy with the Howa barreled action in the end? I know the Tikkas are buttery smooth and regarded as probably the most accurate factory rifles within reasonable price. I just don't want to get this rifle all built up and then wonder what I could have had. Again accuracy is the foremost priority and then long range capability.
 
Are you happy with the vanguard action? Because that's all a howa 1500 is. I think the new ones come with a new two stage trigger which is reportedly pretty good.

If you cant get what you want now rather than piecing together could you save up cash and in the interim maybe stumble onto a good deal rather than slowly investing yourself into something else?
