my thoughts are:
bell and carlson tac medalist w/allum bed block
egw 20 moa 1 piece base
vortex viper 5-20 mil dot
leupold prw 30mm rings

if you cant tell im on a budget. please give advice on this gun not comments like buy a Remington or night force please give real help.

I would say buy the base, scope and rings, take it out and shoot it. I think you will find it will shoot very well. The wood stocks are fine unless you just need something else. I have one in 223 with the monte carlo style and love it.

If yo ever wanted to learn to bed a rifle, the howa is very easy to start with.

I would suggest buying reloading equipment instead of a stock and DBM. You will be able to shoot more and enjoy it more with reloads instead of having a great stock, DBM and no money to buy ammo. Or buying cheap ammo and never finding the potential of the it.

Medalist 2998 seems like 2" wide on the butt, puts me too far off centerline of the scope. Feels like shouldering a 2x6. Never tried the 6560, but it looks to be similar to the Weatherby style. Weatherby styles 6650 and 6555 have thinner butts which I prefer. Plus the high Monte Carlo cheek doesn't need much velcro stacked under a stock pack to set your cheekweld perfectly for you.

Too bad the M40 stock isn't inletted for Howa yet.
