That's not what the article said. It stated the second database would be used for additional info if something was flagged in NICS. Based on the linked article, it would be an accurate statement to say this would result in faster background checks.

Doesn't that defeat the purpose? Sure some red flags would get caught but if someone doesn't show up in NICS but they have a laundry list of items in NDex then what? Ignore NDex because nothing was in NICS? I think what'll happen is they will change the procedure to always include NDex searches. With 400 million records and the buying of lowest bidder IT I foresee extended wait times for transfers, especially NFA.

Of the 8 months getting a stamp, how much of that time is spent on background checks (2)? I don't know the answer to that. Maybe 30 min? I don't think you understand what you're talking about.
 
BTW, If you live in a shithole State that requires a NICS check be completed for every purchase, you need to raise hell with your State legislature.

That’s the hell of it, and what many don’t understand. If the NICS check “times out” (meaning it takes longer than the prescribed max amount of time) but does not come back with a denial, the FFL is to proceed with the transfer. If, later the NICS check finishes with a denial, the FBI sends that information to the ATF who is tasked with retrieving the firearm.

Ahhh ok I didn't know that. I have an LTC so it doesn't really affect me. But thanks for the new knowledge @MtnCreek and @hlee.
So going along with new database leads to more timeouts: either they will have to increase the timeout time or increase the systems capabilities for faster recall to prevent timeouts and violent people getting their handson guns, or make the ATF work that much harder chasing violent people who got their hands on guns due to timeouts.
 
My state requires a NICS check for every purchase from a dealer. Is the alternative some type of firearm owners card or permit? Not sure that's better. I've only purchased in one state, so my view on this may be limited.

Fed law doesn't require a NICS check if you have a carry permit (or similar) that meets certain requirements. In my State (GA), a weapons carry permit number is used in place of the NICS check number on the 4473. No call to NICS required.

That's a good system. My northern friends seem to have accepted the Firearm Owner ID card, but that seems like quite the imposition to me.
