Rifle Scopes Is 60 MOA of pre loaded elevation too much?

I have a Surgeon .260 with a built in 20 MOA Rail and have just got a mount with a built in 40 MAO elevation. Question is is 60 MOA pre load to much to allow me to be able to obtain a zero at 100 yards?

Scope is a S&B PMII 5-25 x 56

Yes most likely it will be too much. A standard set of rings on the 20 moa surgeon is a better option.
