Fuck yes it is an invasion.
Bring all of our troops home from the middle east and set up the Red Legs near the border and set up 81s too.
Shoot at our boats, call a fire mission and we will shoot back, with any gun in range.
I think it would take very few fire missions to deter anyone crossing our border.
