7.62X51 is lower pressure than SAMMI spec 308 Win. It is the exact opposite of 5.56 and 223.

SAAMI and NATO mil-spec pressures are taken differently (at different positions) using different transducers to take the measurements and are difficult to compare directly. You're trying to compare apples to oranges and that just doesn't work. SAAMI maximum pressures and NATO pressures for both the .223/5.56 and the .308/7.62 are actually pretty close in real life. The cautions about using NATO spec ammo in SAAMI spec chambers have more to do with freebore (leade) and how it might cause an overpressure condition than anything else, although there are some issues about headspace (especially in gas guns) in the .308/7.62 cartridge which usually don't cause problems unless all of the tolerances are stacked the wrong way.
I rarely use Wikipedia as a reference, but what they have to say about this pressure issue between SAAMI and NATO cartridges is spot on. Google it and some other discussions about this question. if you're interested. It makes for some enlightening reading. </div></div>
How the pressure readings are taken is irrelevant. 5.56 is higher presser than .223Rem and 7.62X51 is lower pressure than .308 Win. Simply shooting them across a chronograph will tell you this. I posted a link to SAMMI Unsafe Firearm and Ammunition Combo publication , you'll notice 5.56 is listed as non compatible with a .223 rifle. You'll also notice 7.62X51 is absent from unsafe listing for .308 Win.
.223 and 308 have similar chamber pressures but that isn't what we're talking about. 5.56 is hotter than 223 Rem and 308 Win Commercial is hotter than 7.62X51 NATO.

I don't believe that you are correct. I think that you should probably research the subject more before you make such blanket statemwnts.
