Bought a WOTAC 4-14x50 off of another shooter and have yet to take it to the range, I looked it over when I first got it and didn't see anything wrong with it, but now that I have been looking through the scope more and more I've begun to notice that there are very tiny little black dots mainly on the outer edge of the reticle, is my scope broke or does it just need some adjustment to get the reticle nice and clear?

Those are likely paint chips. A solid bump may clear it, but they will also reappear and likely at the worst time. Send it back. I tried one on a beater rig, had the same problem sent it back and got a new one, same thing happened. I requested a refund and recieved it promptly.

There's an anti-reflection coating on the inside of the scope, maybe some it flaking off or some dust got in when they were assembling

That's why they grease the inside of the tubes, so that particles will stick to the grease.
Give it some good taps to see if the particles will dis-lodge.
