Is this case being sized correctly?

When resizing brass (once-fired Lapua 6.5 creedmoor,) a ring is present around the neck of the case approx 1/8" above the shoulder.
The die (Redding FL,) is set up exactly as per Redding's instructions.
Are these cases being resized correctly? They chamber in the rifle just fine.
Am I missing something here?

Normal .in fact it is beneficial helps cartridge alignment "if u believe in it".

If I assume right, this is a Redding FL Bushing die? If yes, yes that looks good, bushing dies don’t resize the whole neck area. Some only resize 3/4, 1/2 or a 1/4 of the neck to adjust neck tension, ect.
