I got a new bolt for my Semi-auto 308 and all factory ammo (FGMM, Hornady, Black Hills, LC Ball) stick in the chamber requiring about 20-30lbs of effort to make them unstick before I can begin to move the charging handle and manually eject them. These are "live" unfired factory new rounds Im speaking of. Not reloads!

Definitely "NOT NORMAL" contact the dealer/manufacturer send it back per their policy.

Most likely the chamber is under cut or the throat is short.

Either way its not right

there is enough tolerances in chambers and bolts that one bolt will gauge fine with a barrel and another may not. I have recently seen this happen on a 223 bolt and barrel that both were in "Spec" but on the tight end of the range, together the did not work. used the bolt on a loser barrel and it is just fine....found a bolt that works great with that barrel also.
