Nobunaga started going after the mountain Buddhist clans because they often harbored and provided the ninja warriors, employed by various factions against Nobunaga that harassed and decimated his forces time and time again during his attempted conquests of the other feudal lordships. He was a man far ahead of his time by recognizing the significance of firearms in military role and worked tooth and nail to equip all of his troops with matchlock arquebuses. In contrast, his successor Tokugawa would set Japan back for several hundred years by ELIMINATING progress and shunning technology in favor of samurai supremacy with the sword. Japan would only begin to recover from this setback in the 1860s with the Meiji Restoration.
The draconian and overwhelmingly strict gun control laws of Japan today were drafted in the 1400s to the 1500s and adopted into the post-1945 Japanese penal code with NO changes to wording. Possession of swords and bows are also an absolute no go, as these weapons were also considered the noble weapons of the samurai. However, spears and pikes have more leniency. The strict bans on weapon ownership by civilians was the reason why martial arts such as Karate began, which specialized in fighting with repurposed agricultural tools such as the scythe and chain (kusarigama), or the nunchaku, which was originally a device for clipping blighted sprouts or buds from crops.
