so whats with the 1/4in steel targets? Are they strong enough for 100 yd shots with rifles? Do they ring louder?

They are louder than 3/8” or 1/2” ar500. They also move a touch better.

I personally like them at much longer distances. But it will depend on what you are shooting. Rule of thumb for a lifetime of use, 308 type at 600 yards and out. 300 mag type Rifles at 800 and out.
