Rifle Scopes Leupold LR/T M3.... Out of elevation

I mounted two leupold M3 scopes for zeroing today. First rifle is a Remington 700 custom with a 20MOA badger mount, Larue low rings and a Leupold 3.5x10x40 M3

@ 100 yards, im about 4 inches high and out of downard adjustment on the scope.

2nd rifle is a Springfield armory M1A, full 22" barrel. Smith enterprise scope mount, TPS aluminum low rings. again @ 100 yards its about 18" high and im out of downward adjustment

what do I need to do? do I need taller rings?
I don't want to shim them.

any help would be appreciated

The Remington 700, is the rear of the 20MOA base higher than the front?

On the M1A, I believe you can adjust the cant on the front of the mount from the front contact point.

As Hog said I'm guessing you are hitting the stop. Instead of just loosening the screws and jumping the stop, loosen them and remove the whole elevation knob cover. Under it you'll find a T slot you can adjust easily with a coin and zero it that way, then reinstall the knob top on the zero mark.

If you are already doing that and still having the issue, check and make sure the base is on the right way, but I don't think you can mount a remington base backwards, hole spacing is different.
