anyone?? from what i read the objective focus, turrets, and 1" tube is the main diffence??

They're generally made with different components, like the turrets and such like you said. I'd say they'd be using different coated lenses. The tube's would be snapped up quicker with less machining etc.
Obviously the cheaper alternative for unfortunate departments where the top end has their priorities all over the place handing out their shooters budget gear, but still they'd be good scopes.
