Rifle Scopes Leupold mr/t mk4 question

What does the "+ 0 -" mean at the very rear of my leupold mr/t mk4 2.5-8x scope? I can't seem to find anything about this in the manual. The rear most ring is movable, but when looking through the scope and rotating the ring, nothing seems to be changing.

that adjusts your occular lens

Scope something at infinity (ex: the sky) and focus in the reticle.

This Scope is really GREAT for OLD people.
