Rifle Scopes Leupold VX7 problem

I just mounted a new VX7 today to test a new custom 30-06 hunting rifle. After bore scoping the rig, the first round on paper was about 10" low. I held on the point of aim and dialed to the first hit. Then shot two rounds that went into a single hole. Problem is the group was only half way to the point of aim- i.e. half of the total vertical asjustment. Repeated the dial to hit procedure and the next two rounds went into a hole close to point of aim. Then things continued to go south. The next two rounds went diagonally up and left by several inches each - no group. Stick at S&S thinks it's the scope. He said that his partner J.D. had virtually the same experience today with another new VX7 while getting ready for a hunt.

Anybody else seen anything similar with the new VX7s?
