That scope has 70moa range.
If the reticule were adjusted in the center of the tube, you would have ~~ 35 moa adjustment left.
Where did ~ 27 moa of adjustment range go?
It sounds like your front scope mount [or front of your one piece scope mount] is ~~ .040" higher than it should be.
Or at one time, did someone lap your rings?
What I would do:
1) If rings have been lapped, put them in toxic waste disposal.
2) Otherwise, take off the top halves of the rings and rotate the scope in the bottom halves still on the rifle. Screw on the vertical and horizontal adjustments until the reticule cross hairs stay on the same distant target while rotated. Now bore sight the rifle and note how far the adjustments must be changed. Shim with narrow shims between the mount and the rifle until the rifle is bore sighted with the reticule in the center of the tube [or 20 moa lower if you heart is set on that]. Put two part epoxy between the mount and the rifle with the shims still in there and the mount screws loose. When the epoxy hardens, tighten the mount screws. This glass bedding is more difficult for two piece mounts. Then a scope must be used to fixture the two mounts co planar and edges on the same line.
