Looking for a suppressor dealer in Eastern OR

Title says it all. I am looking for someone that can transfer a suppressor to me in eastern or if not east then northern or at least oregon. The one guy in town that has a lic wont do a transfer in his words "why should I do the paperwork for someone elses sale" I even offered to pay him a paperwork fee just let me know how much. Anyway thanks
