Rifle Scopes Losing Zero Question

Shooting an M14 build for several months now with POI shift between shooting sessions. Suspected it was the scope and sent it to USO to have it checked. They installed a lit reticle and said they found nothing out of the ordinary. So I hit the range this morning at 300 yards and start shooting for groups. Dial in the elevation and it seems like Im having windage issues, as in POI is not matching my adjustments. Shoot a few shitty groups with almost no elevation issues and decided to test out the elevation turret. Ran it up and down one full turn and set it back to where I was zeroed. Shot a group and it was high about 8-12". The gun was never moved from its position. Should I be sending the scope back to USO, I cannot think of anything else that would have caused that?

LRB M25 receiver. Everything is tight. I think back to everytime I have had a POI problem it has been when the elevation turret was moved for shooting at a different distance and then turned back to its original zero. I pretty much verified that today by not moving the gun or distance at all and only running the elevation turret up and down.
