Does anyone have a good recipe for the 260 in a 22" barrel? I will be using 123 gr Scenar Lapua bullets as a starting point.

Then look at the two .260 threads. Basically, same loads as for longer barrel lengths, but you will lose a few fps. I am happy with 42.7gr (41.5gr also very good) of RL-17 driving 139gr Scenars.
