Rescuing a non cooperating person that is drowning is extremely dangerous even when it is just from panic. Many a rescuer has died this way. Add to that him possibly having a knife or other weapons. Cop did the right thing.

Was he supposed to go back to his cruiser and secure his gun belt and vest? Drop them on a beach to disappear in the confusion?
Then swim out, knock panicked idiot unconscious, drag him to shore, and get sued for saving him while unconscious?
