McMillan rifles from the early to mid-90's were produced by a man named Harris. I have forgotten exactly how Harris came to control the gun-making part of McMillan but seem to recall that he wasn't supposed to have been using the McMillan trade-name. In the end, McMillan took him to court and regained wholly the rights to the McMillan brand.
Anyway, I did have a Harris-produced McMillan bolt-gun from around '94-'95. It was okay, shot well, but (by today's standards) was a bit roughly finished. I have no info as to the maker of the barrel or action. I don't think it was any better or worse than a 40X from that era.
