Rifle Scopes Mil Issue or NOT

I got out of the military after Desert Storm in '92. Since then I have lightly kept in touch with what is going on with military gear.
Looking thru a Sportsman's Guide catalog (they send 3 a week), I see them claiming "Counter Sniper" scopes as Mil Issue.
What is the skinny on Counter Sniper scopes?? Which branch is using them?? Where are they made?? Has our miltary procurement sunk this low??

Mil Issued is a selling point for many items that are not really used in the Military. Just like the Pink ribbon for breast cancer. When you buy a product with the ribbon doesn't mean that your purchase is actually donating money to breast cancer. Typical advertisement BS.

Think the only U.S. issued telescopic sights are Leupold, Trijicon, Schmidt & Bender, and Nightforce.

Maybe some tiny isolated country gets Counter Sniper scopes for $50 a pop and issues them for pest control. Have'em shipped straight from Hong Kong so they don't worry about export issues.
