I've been using Wideners 4895 surplus powders for years. Get at least a 8 pound jug and work up loads...some lots may be faster or slower than others. Shoots great, however.

My 223 and 308 loads have been based on Wideners IMR4895 for quite some time.
69gr SMK (and 68gr BTHP Hornady) + 24gr 4895 at mag length, different loads for 308 using Scenars (155 and 167) and SMK.
Now I have only non-suplus 4895, but I wouldn't have any problem trying it again.

Several years ago I had decent luck w/ the surplus 4895 and H335 from gibrass. It's been gone for quite a while, but at 1/2 price I'd get more. This was for 223 service rifle reduced course or 200-300.
