MK13, M40, M24 question

These are all built off 700 chromoly actions correct?

Also, if you were to build a custom rifle, are there any disadvantages to using stainless? They would seem to be more corrosion proof, so I was wondering why the military chooses not to use the stainless actions to build off of.

The military reuses actions from previous rifles as long as they are serviceable. Even Remington Custom shop 40X rifles use a chrome moly receiver and stainless barrel.

if they use stainless barrels, why not stainless receivers instead of chromoly?
