You read a MOA reticle the same way you read a Mil reticle. The math is just a little different.

I am sure you can find the formula with a little digging.

I prefer a Mil/Mil setup over MOA because there is a greater selection of reticles and there appears to be a standard for Mils whereas MOA can be true MOA or IPHY or something in between.

Regardless, matching reticle and turrets are what you want. This gives you the option to dial or hold without having to do any translation.

BTW, there is a TON of information on this site. If you don't learn to dig for it you are going to get flamed. And please complete your profile. "Army Headhunter" as occupation with a "yahoo" address is going to get you questioned.

I'm going from a MOA NF to a all Mil PR, don't get yourself all rapped up in measurements you think you know, MilRad is a much simpler system, it's uniform from scope to scope, ask yourself why every military in the world uses MilRads, MOA is not universal, some are True MOA, some are incorrectly marked MOA and are really IPHY, go MilRad, get a MilDot Master, and get out and shoot. Lowlight has a very good article on the homepage about Mils.
