Gunsmithing Model 96 small ring 223 build

Short version I have a complete model 96 small ring action / bolt, can the bolt face be altered to accept a 223 catridge ? Basically wanting to build a remington 799 . Any info appreciated.

Im sure it could be done with some welding and recutting...

ETA.. Looks like it can be bushed.. but sounds like a bit of work. Something Im sure a good competent gunsmith could accomplish..
