Range Report muzzle velocity variations in gas guns versus bolt actions

I have been told that the muzzle velocities coming from gas operated rifles are never as uniform as the ones coming out of bolt action rifles shooting the same ammunition. Is this true?

If so, how significant is the difference normally? Have any of you got chronographic data showing how much irregularity is added by the gas system in a well built rifle?

I'm wondering for example if the groups from a bolt gun that shoots 1/2 MOA at say, 300 yards would normally have less vertical stringing at 1000 yards than a gas gun that can shoot 1/4 MOA at the closer distance.
