Rifle Scopes NCStar Scope Adapter fit normal scopes ?

Do these things fit normal scopes or only NC-Star tactical junk ??
It says 34mm. Is this ring diameter ?
most scopes i know of are 1" or 30mm

anyone have one ?

im pretty sure that anything NC Star makes is junk.

scopes made in Europe and Japan are usually 34mm.
