In setting up a neck die, there is really not much error. A f/l die must be set to set back the shoulder a certain amount. With a neck die, you are not touching the shoulder, so you can just screw it down until you make contact with the shell plate on the upstroke. That should allow you to size the whole neck. If you are using a bushing die, about 0.1" of the bottom of the neck won't be sized no matter how far you screw the die in.
