Any one of the above would be a good choice. I think the quality is better with the custom makers like K&M, Sinclair, PMA, 21st Century or Hart than with Hornady, RCBS or the other reloading tool manufactures. The exception being the little Forster tool. Its more difficult to adjust than the others but once adjusted does a smooth accurate job. I've got a couple of Forsters, Sinclair, PMA and Hart. I suggest investing in a good expander die and mandrel from the same maker. Accurate shooter.com and Varmintal.com both have informative articles on neck turning.
