Gunsmithing Need a "Black Rifle" Gunsmith.

Im looking for a gunsmith to chop my 18" down to a 14.5" and permanently attach a surefire FA556-212A break. Any good recommendations?

For what you are going to spend, I'd just buy a new barrel.
