**Need Advice On New Build**

Hey guys, I was wondering if you could give me suggestions and help. My dad is looking to get in to long range shooting and we are trying to figure out what might be a good option for him. Right now he has been looking at the Savage 16fcss. He was thinking about getting it chambered in 300WSM. I was just wondering what you guys think of that caliber. Hes realistically going to be shooting it 500-700 yards max. I cant see him shooting much farther. that gun retails here for $749. So my question is this:

1. What gun would you recommend for him between the $500-$800 range. (Something that wont be a shoulder wrecker)
2. What caliber would be the best choice for this distance (for taking deer, cost, and accuracy)
3. What scope would you recommend (preferably under ($900)

A Tikka T3 with a Vortex PST atop. 260 rem using 123-140 grain bullets 7-08 with 162-168 grain bullets. You don't need a 300WSM to shoot long range and kill stuff. It's all about ballistic coefficient of the projectile combined with decent velocity and of coarse shot placement. In a light rifle 300WSM has got sufficient recoil to be annoying.

One of the smoothest actions out there regardless of cost.
They feed and eject smoother than some of the other rifles I've shot.
Trigger is good and can be adjusted light enough to be acceptable.
They have a rep for shooting good right out of the box.
Detachable mag system.

Get a 20 moa base if you plan on shooting farther than 600Y.
