Need Advice: Side to Side Stringing

I was up with my buddy at his hunting lodge today and we broke out our precision rifles. I noticed that his shots were generally good, but they were stringing from left to right. I got behind the trigger and promptly recorded a 6 shot left to right string as well.

This is definitely not an operator issue, it's an equipment issue. But I can't figure out what it is, although I have a suspicion of what I believe it to be. The rifle is a Rem 700 PSS that was trued, taken back a thread and rechambered. Barrel was threaded and a muzzle brake installed. Bedded into a McMillan A5 stock and duracoated green.

Please give me your theories.

I've seen it happen as a result of ammo. See below as my stringing problem goes away with seating depth adjustments.

All 5-shots groups were using 44.5 grains of Varget. (175g SMK, Winchester 308 brass)

I would torque everything down and throw it on a sandbag. Curious, what range (distance) were you experiencing this?

Roughly 110 yards, 0-5mph tail wind, 58 degrees and sunny.

Ammo was tested through my rifle as well, it was Federal Gold Medal Match 168gr. I prefer Hornady TAP 150gr AMAX.

You're right about the seating depth, it's possible he now needs to hand load.
