Need help deciding on parts for a build

Looking to build a new stick for long range/tactical shooting (definately 1000yds, more if possible occassionaly). Trying to not completely go broke (although I am aware that you get what you pay for and this sport is far from cheap).

Rifle will be .308 and I'm picking up a McCrees stock. Heres my questions. A lot of these questions are just to confirm my thoughts, and I would love the opinions of those that know more than I do.

1. Should I go with a normal 4 or step up to a 5r style barrel and should I get a 1/10 twist?
2. Would I be better off getting a remington 700 action trued, or buy something like a stiller/ptg set up?
3. Would a 10moa or 20moa rail be better (gun will go from 100-1000yds hopefully)?

Basically to get an idea on what I want, pretend you where building a rifle to compete in matches like the mammoth challenge or any of the matches like that, what would you use? I have so many ideas in my head, and have gotten so much info on here, but dont want to waste money on stuff I dont need, but want to make sure I'm right in my way of thinking on how to put this new project together. Thanks in advance for any help

In my opinion, I would build my rifle. Trued Remington action, 24" Rock Creek 5R 11.25 twist, 20MOA rail with all quality components because your rifle can only be as good as your weakest component. Don't skimp on rings, I only bought Badger components.

1. Barrel? Krieger. 1-10 twist is pretty common and good all around twist for 308.
2.Nothing wrong with a trued Remington that is properly indicated and trued. Stiller is nice...very nice no trueing required. Defiance is nice nice no trueing.
3.20moa should get you there.

Thanks, I was leaning towards the trued action to save some mone and still ave a solid start on the gun and was also leaning towards the 24" barrel. Part of me was saying 22" though because I do have a house in florida and can utilize a suppressor while down there.

Thanks for the info on the base. I don't recall looking at defiance, but I will now, but I think in a last ditch effort to somewhat budget the build, the 700 action may just get trued. I have used krieger for all my national math spec ar15 service rifles, but think I decided on a 1/11.25 twist rate, and may end up at Rock Creek getting that nod.
